buying a TV tuner

Hey all,
I'm located in the US and coming back to Israel
i want to build a media center and don't know which TV tuner should i buy

i heard that ATI are good but not so popular in Israel
will i have problem with the PAL/NTSC

if anyone had any experience and can advise me, that will be great
